I’d like to use the Flex theme to create a one-page website and would like to know if it is possible to anchor to certain sections of the home page from the navigation (or anywhere else for that matter). If so, what would those anchor points be?

Yes, you can. Default includes #home-top, #home-middle

Also, featured widgets that you add – also have unique IDs which you can target like #flex-featured-post-2
